@ramcq looking at the eos-diagnostic file, it’s showing some HTTP 404 errors from Flathub, could that be the reason it’s not being shown in App Center?

There was some bad meta-data for VLC on Flathub. The maintainers there have fixed it in the sources and the new builds should become available to you soon.

Using Flathub with the following command : flatpak install --from https://flathub.org/repo/appstream/org.videolan.VLC.flatpakref

Vlc is installed but not add in your applications database and run here !!!
with following icons :
