Any way to make window borders smaller?

There’s some applications where you can’t make their window size smaller or bigger, and the window borders are large that it makes the bottom portion of the windows getting covered by the taskbar.

Is there any way to make the window border smaller or make a window borderless, or maybe make the taskbar smaller?
