It takes a very long time to download endless online. Can I just download it from my laptop that is already running on endless on a USB stick so that I can install it on another PC? How would I go about it?

So, you essentially want to create a installable USB stick from a already installed and running system? As far as i know, thats not (easily and reliably) possible.
I suggest you to download the Base image directly if your internet connection is slow. Use the following command in Terminal to Download it (resumable if the connection interrupts):
wget --continue https://images-dl.endlessm.com/release/3.9.4/eos-amd64-amd64/base/eos-eos3.9-amd64-amd64.210423-215210.base.iso
Download is around 2.6 GiB. If the download interrupts, simply start the command again to continue where you left off.
