How do I install app that not in repository yet

Dear all,

Let say I want to install opera (opera.com) or seamonkey (seamonkey-project.org).
What is the proper way to install it to endlessos?

Can I using opera .deb file?
Or how create local repository?

Unfortunately, you cannot install Linux apps directly from the internet -
you can only add apps that are already in our App Center. We often add
new apps, so please check the App Center after system updates to find
new apps you can use.

You’re not out of options though, you can reach out to Opera and Seamonkey to ask them to make a Flatpak package. There is documentation on http://flatpak.org and they can join the xdg-app mailing list to get developer support.
