I think this is because you are running the installer as a different user to the one you are logged in with.

run as admin would fix?
The opposite: run as admin breaks it. It’s been a long time since I worked on this but from memory the user you log in as needs to be an administrator (if you have one user they’re normally an admin) and then you must not choose to run it as a different user.
To work around the problem you could also download an ISO file from our website, and then if you double-click it you can run the installer from within.
