Was the peer to peer update system ever implemented?
It was, though peer-to-peer support was subsequently removed again from Flatpak, and though the peer-to-peer update server for eos-updater is still part of the OS it does not run by default and I don’t know if it would work if you tried it.
However USB updates are still supported via the CLI:
