The regular way to install both operating systems is to first install Windows and then use the Endless Installer to do the side-by-side installation.
To create a Windows Bootable USB Installer, i recommend you to use the Tool available from Microsoft as it’s possible but hard to create one from Endless OS and the downloadable ISO.
