Tradingview is a popular trading platform used for charts and their desktop version is available only through snap https://www.tradingview.com/desktop/ . Can it be build as flatpak app and made it available through App Centre?

Technically for sure, but as it is a proprietary application your best bet would be to get in touch with TradingView’s support team to discuss the issue. Essentially they would need to provide their application as flatpak and publish it via flathub to be available in EOS’s App Center.
In the meantime you either have to use their web application or rely on a virtual machine running Ubuntu with GNOME Boxes.
