Unable to check for updates / install plugins in NetBeans IDE

I have stable internet connection which I tested with tools > options > test connection, which returns a green tick. Is this issue related to OS ?

the version is: 3.3.19 (180611-160226)

Upgrade to the latest version of Endless OS 3.5.1

Finally I updated my OS but still the problem persists, I also checked for update of netBeans and got nothing in the app center. What should I do now ? Reinstall the IDE ?

I cannot check for plugin updates
