As an admin, open terminal:
wget http://rachelfriends.org/downloads/public_ftp/rachelusb_32JU/rachelusb_32JU_1.1.zip
This download can take hours
unzip rachelusb_32JU_1.1.zip
sudo mv rachelusb_32JU_1.1 /var/opt/.
Open Chrome and in the browser navigate to /var/opt/rachelusb_32JU_1.1/START_HERE.html
If this works, on the desktop, as a Bookmark for a webpage and put in file:///var/opt/rachelusb_32JU_1.1/START_HERE.html to make a bookmark on the desktop. Alternatively, you can make this the default homepage in any browser settings.
New users (non-Admins) will also have access to this.
To test this functionality, instead of downloading all of RACHEL, you can download a small section for testing only. This would be the same as above, with the following changes:
wget http://rachelfriends.org/downloads/public_ftp/old/rachelusb_32JU_nomodules.zip
This download can take seconds
unzip rachelusb_32JU_nomodules.zip
sudo mv rachelusb_32JU_nomodules /var/opt/.
Open Chrome and in the browser navigate to /var/opt/rachelusb_32JU_nomodules/START_HERE.html
