My mom has endless without internet. I don’t have internet on my phone to use it as a hotspot. I’m 50 kilometres away so easiest thing would be to bring vlc to her on a usb.

You could run Endless OS in a virtual machine.

I did just that eventually, still I have no idea how to get the package of decoders. I read that it’s a commercial codec that needs purchasing but I can’t find where do I buy it.
The VLC application bundles all its decoders.
We used to support purchasing a codec bundle for the OS itself but we no longer offer that, I’m afraid.
